The issue is not a defect with ArcGIS Hub, as the issue occurs when using the same URL outside of ArcGIS Hub and is caused by the URL containing an expiration value. It is recommended the PDF item be shared to the ArcGIS Hub content group, where it can be accessed by a more durable URL similar to https://sitename-shortname.hub.arcgis.com/documents/document_name/explore. Please contact Esri Support Services if an issue is experienced.
