The ArcGIS Server 10.9.1 Utility Network and Data Management Patch 3 is now live on the support site. The URL is https://support.esri.com/en/download/8077.
Summary: "This patch addresses several functional issues with the 10.9.1 utility network release, and core data management issues. In addition to the issues listed below, the patch addresses issues focused around performance of enterprise databases and performance of the utility network."
