Bogue
Querying a map service with the 'Order By' parameter results in the following error, "Failed to execute query." The failure occurs when the 'Order By' parameter is used on a text field from an Oracle database with 2001 or more characters allowed.

This behavior is as designed. Ordering by NCLOB (or any other LOB data types) is not supported in Oracle databases.
