When pagination parameters (such as returnResultCount and resultOffset) are used in a query request together with returnDistinctValue, the orderBy parameter must include a field from the outFields parameter. This limitation is imposed by certain underlying databases. Therefore, the bug reported for the map service is closed as designed. However, the issue encountered in the ArcGIS Experience Builder app is resolved in newer versions of ArcGIS Enterprise, such as version 11.3 and later.
