Workaround

Workaround:

  1. Create a new cache directory with the default name: 'arcgiscache'.
  2. Update the cache directory used by any existing services to the new cache directory. Updating the cache directory used by services from ArcGIS Server Manager or the ArcGIS Server administration page fails with similar errors when attempting to publish new services.
  3. Stop ArcGIS Server.
  4. Update the config of each service from the configuration store with the new cache directory.
  5. Start ArcGIS Server.
  6. Delete the cache directory with the non-default name from ArcGIS Server Manager. Note that if there are services still referencing this cache directory, deleting the directory will fail with a list of services that still reference this cache directory.
  7. Delete the cache directory with the non-default name from File Explorer.
  8. Restart ArcGIS Server.
  9. Attempt to publish the services.
