The Circle 2 point symbol template functions as a ring, in that the geometry of the marker is the thin black line itself, and not a hollow circle with a black outline. When setting the point template to use the Dashed Black Outline polygon symbol, the dash effect is applied to the inner and outer edge of the ring, thus resulting in a doubled effect. This is expected behavior.

Solution de contournement

Choose a different circle template symbol (i.e. Circle 3), and in the symbol's properties, set the fill to hollow. Then, on the symbol's Structure tab, add the Dash effect to the outline marker.
