Packaging fails when the published map references SDE layers that contain a period surrounded by quotes in the layer owner name.

Solution de contournement

The SQL Server user name must be renamed, then the SDE connection recreated with the new user account. The data sources in the map document need to be repathed to the new connection with the corrected owner name. Next republish the map and package it.
