Organization members are unable to delete services published to a federated server with restricted publishing enabled when the member is not exclusively a part of the federated server publisher group.

Solution de contournement

• If users with the Publisher role do not require administrative access to the federated server with fine-grained access control enabled, remove the users from any group where the '[federated server name]_Administrators' item is shared. 
• In Portal for ArcGIS, create a custom role that has the same privileges as the default Publisher role and the administrative privilege to delete content within the portal owned by members. Refer to the following documentation for additional information: https://enterprise.arcgis.com/en/portal/10.9.1/administer/windows/roles.htm#:~:text=Delete%3A%20Delete%20content%20owned%20by%20members. With this custom role, the user can successfully publish services from ArcMap 10.8.2, delete the user's items from Portal for ArcGIS, and view all services in the System folder.
