Oracle connections at ArcGIS for Desktop 10.3 and later versions impose the REPLACE function on the TableListTables command, resulting in a negative impact on the performance.

The use of the "REPLACE" function in the TableListTables API is required to compare OS authenticated user names. OSA user names are enclosed in double-quotes when stored in SDE metadata, but not so in the Oracle data dictionary. A proper comparison of user names in the join requires the use of the "REPLACE" function in the query. This may not have been implemented correctly at older releases, ex: 10.2.2 - but proper support for ST_GEOMETRY data owned by OSA users was implemented at 10.3.1.
