On utility network-controlled feature classes, an attribute rule which modifies a line geometry reverts to the original geometry.

Create the point feature on the line where a vertex already exists.
A new split rule has been authored to fix this case. A full working UN example can be downloaded from here, where a switch splits a medium voltage line, https://github.com/hussein-nasser/arcade-scripts/blob/master/RealARSplit.zip.
