On the National Geographic basemap, the Chukotka penisula is only labeled as Russia, even when Chukotka Autonmous Okrug is no longer visible on the map.

Known limitation in the National Geographic map when viewed through ArcGIS Desktop. The issue is not as apparent when viewed in ArcGIS Online. The way ArcGIS Desktop displays the service essentially cuts off the land at the 180 degree meridian. ArcGIS Desktop does not let you continuously pan around the map the same way as how Online handles the cache. The limitation of no label has to do with the Maplex label engine placement. When the cache was generated, the Maplex label engine did not place an Okrug label in the far eastern extent of Russia (east of the 180 degree meridian). To compare with Alaska label is not accurate. The main portion of Alaska does not extend beyond the 180 degree meridian. Alaska is fully within the field of view, where Russia is split on the 180 line.
