On a Portal for ArcGIS with multiple federated servers, overwriting a published feature web layer to a non-hosting federated server from ArcGIS Pro does not work when administration access on the server web adaptor is disabled.

Solution de contournement

Enable the administration access on the server web adaptor. This BUG is fixed at ArcGIS Pro 2.3.0-beta.1+build.14496.
