Bogue
Non-administrator and non-owner users can delete attachments from a hosted feature layer using forms in ArcGIS Online Map Viewer, even when the layer is set to allow updates only.

Updates on a feature layer do allow the user to delete attachments still. However, the bug was that the user could not delete the attachment in the table. This has been fixed.Solution de contournement
Create a survey from the feature layer, then add it to ArcGIS Experience Builder using the Survey widget. This only allows adding attachments instead of editing and deleting the existing ones.
