Non-admin users within Portal for ArcGIS are not able to access a feature layer in a group unless the map image layer is shared with the group.

This is an expected behavior. A feature layer item in Portal for ArcGIS is a map service with feature access enabled on the ArcGIS Server site. The user must share the feature layer and its associated map image layer to the same set of users (groups, the portal, or the public).
