Bogue
New installations or updates to Python environment packages cause errors with notebooks. Notebooks are either failing to load or stuck on the initializing kernel message.

This issue is fixed in ArcGIS Pro 3.1.3.Solution de contournement
Switch back to the default environment. If the cloned environment is deleted and cloned again, the process fails. To fix this issue, navigate to C:\Users\\AppData\Local\ESRI\conda and disable Read-only on this Windows folder. Alternatively, use Jupyter notebooks or ArcGIS Pro 2.9.
