The Image Coordinate System (ICS) is designed to work with image products that are unrectified image products that have a sensor model. The examples referenced in the issue point to orthorectified image products that are resampled and projected to some geographic coordinate system (GCS) or projected coordinate system (PCS). As such, those image products have sensor model information and work with ICS.
