As identified, the approach to the ArcGIS Pro application framework is more robust in this regard and does not exhibit the problem shown here. The way window sizing behaves in ArcMap 10.8.1 is not to be changed, as the only bugs currently being addressed for this release are either security vulnerabilities or third-party issues of high priority.
It is recommended to migrate to ArcGIS Pro if this window sizing problem is a major issue. If a window in ArcMap is minimized to the extent that is shown here in this defect, and unable to resize to an adequate width, the following article can be followed to perform a soft reset of the client to bring windows and the main application window, among several other user profile-specific customizations, to their normal size: https://support.esri.com/en/technical-article/000014992
