Duplicate of BUG-000162883: This issue was addressed in ArcGIS Enterprise 11.2. The fix is to be included in the upcoming Portal for ArcGIS Security 2024 Update 2 patch for both ArcGIS Enterprise versions 11.1 and 10.9.1.Solution de contournement
Upgrade to ArcGIS Enterprise 11.3 or allow built-in users, then log into the Portal Administrator Directory using the built-in users.
