The metadata geoprocessing tools are not provided as part of any ArcGIS Enterprise installation because they are only supported on Windows machines. As long as they cannot run on Linux machines, they cannot be included in a general ArcGIS Enterprise installation of any kind. Since these tools are written in C#, by definition they never work on a Linux machine and are never included in an ArcGIS Enterprise installation. They are not rewritten in another language - the mere process of doing this changes their behavior.Solution de contournement
