Map layers can have their own metadata that is separate from the data source's metadata. By default map layers are set to reference the data source's metadata. Therefore, to edit metadata for the shapefile, directly access the dataset and edit the dataset's metadata.
To edit metadata for the map layer, set the layer's properties so that the layer can have its own metadata. Right-click the layer and click Edit Metadata to edit the full metadata for the layer.
It is likely that what users want to actually edit the data source's metadata starting from the map layer, but that is not supported yet. There is no guarantee that the data source for the map layer is accessible from the project via a folder or database connection, which is required in order to edit metadata at this time.

Right-click the shapefile from the Catalog pane rather than the Table of Contents pane.
