Bogue
Members assigned a custom Publisher or Administrator role in Portal for ArcGIS are unable to upload a CSV file when the System Publisher account is not present.

Recreate the System Publisher account by following these steps:
- Add a member from the user interface or API named system_publisher.
- Set the password.
- Set the user role as Publisher.
