Map services with Web Map Service (WMS) capabilities enabled, hosted on ArcGIS for Server prior to 10.2.x do not show the API option for the OGC WMS on the dataset page in ArcGIS Open Data.

1. Browse to the source of the service from the dataset page (at the full service level rather than the layer level). 2. Click the WMS link, and copy the URL from the browser to be used.
