When adding raster datasets to a mobile mosaic dataset, if pyramids do not exist for the datasets added, the minps and maxps scale or visibility values are set close to the true pixel size. The outcome is that the raster datasets are only visible to users within a specific scale range. The resolution is to generate pyramids for the raster datasets before adding to the mobile mosaic dataset.
