Layers of a map service from ArcGIS for Server 10.3.1 and earlier versions are not visible on ArcGIS for Desktop 10.4 when turning the layers off and then on.

Solution de contournement

The layer is only visible after zooming in or out the map. Fiddler then starts showing requests to ArcGIS for Server.
