Bogue
Layer options such as Clustering, Symbology, and Labeling in ArcGIS for Power BI are not displayed after uploading a report to a workspace.

Users have to be in the edit mode, i.e., when uploading data to a workspace, it is by default changed to the viewer mode. Click 'Edit' to convert to the Report Designer mode. Create a new tab and create the same visual. The original tab with ArcGIS for Power BI display all the layer options.
