Labels for polygon features do not honor the visible scale range set in the Portal for ArcGIS map viewer.

There was a change in the labeling logic starting at ArcGIS Enterprise 10.5 (and in related releases of ArcGIS Online - this behavior also exists in Online). Labels are intentionally dropped when the polygon being drawn is more than 10 times larger than the current extent of the map. This logic was implemented to better align with user expectations for labels. Logically, most users would prefer to not to see "country-level" labels when viewing a web map at "city-level" scales.
