Labels draw through features if the feature weight is set to 999.

Weights less than 1000 cause labels to avoid the region, but does not stop the label placing or showing through. This is by design. Weights equal to 1000 also causes labels to avoid the region, but drops the label rather than let it show through. This was not working reliably with coincident geometries, but has been fixed now.Solution de contournement
Instead of utilizing the whole dataset, select the subset to label and export this to be a standalone feature. Label the feature or utilize an annotation feature class. Select and delete the annotations that does not need to be displayed.
