Labels are not honoring map frames or masks in a layout in ArcGIS Pro and extending beyond the frame.

Solution de contournement

There are various settings that can be changed and modified to prevent certain ones from overlapping. For example, in the Label properties, marking 'Unplaced Labels' set to 'Never Remove' will remove some edge labels. This is not viable if all labels are required for the map layout.
