Solution de contournement

In ArcMap, set the Label Weight Ranking to "None" before publishing the .pmf file. To do so, go to ArcMap > View > Toolbars > Labeling and within the Labeling Toolbar select the Label Weight Ranking button > Set the default layer feature weight to "None" > Apply > OK. Now this time when you republish your .pmf file the pen tool or highlight tool in ArcReader will not make the labels disappear.
