When the input unit is meters and the output unit is decimal degrees, IUnitConverter converts the distance in meters along the equator to the equivalent number of decimal degrees. For example, if the distance in meters is half the circumference of the earth at the equator, IUnitConverter will return 180. The distance for the x-coordinate is 628085.983 which is about 0.0157 of the length of the equator. The result then is 0.157 * 360 = 5.648515713429431.
Note: It doesn't say anything about this in the doc, so I understand your confusion. We will update the doc in 10.7.2 or 10.8 which ever is its designation [which as of today has not been determined]. It is too late to update the doc for 10.7.1
