This issue is not reproducible in Collector for ArcGIS on iOS version 20.1. When working with map areas generated through the web map, either new or existing areas, during the packaging process, Collector displays the text 'Generating' for each of the areas. Once the packaging process is completed for the web map, refreshing the list of offline areas in Collector removes the 'Generating' text and exposes the download icon.
