The currently released StreetMap Premium mobile map packages, such as Georgia.mmpk in this case, uses an older version of Esri's locator technology versus the recently updated/released ArcGIS Online geocoding service. The ArcGIS Online geocoding service includes enhanced intersection matching to find roads that are close to each other, roads that pass over but don't intersect each other, rounds entering roundabouts, or intersections without street types. This same enhanced intersection matching capability will be available when Esri updates all the mobile map packages for the 2018 Release 2 or 3 version, estimated towards the end of 2018. Current StreetMap Premium users may participate now in the Early Adopter Community program (each organization's primary contact person should have received an email from Esri Customer Service to that effect) to test these locators with the enhanced intersection matching capability as well as additional functionality.
