Bogue
Initialize License when starting ArcMap or ArcCatalog with a borrowed concurrent use license needs several minutes if the license manager is not set with port@host, and if the machine is offline.

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026.
