This is fixed with a previous raster basemap update. The migration of basemaps to the Esri Vector Basemaps is highly recommended. Organizations can set their default basemap gallery to vector styles. Use ArcGIS Vector Tile Style Editor to create a new basemap using Light Gray Canvas. This tool provides the correct street names.
