This is a known limitation with web pages that contain behavior that is triggered when the page loads (such as a video that autoplays). A workaround is to display the web page in the main stage of a section or as a story action (it's recommended to use the "unload when navigating away" option), or simply reference the web page in the story as a hyperlink that will open the page in a new browser tab.
