In the ArcGIS Survey123 website, the note for the 'What can submitters do?' option on the Collaborate tab only applies to surveys created using a web designer.

Solution de contournement

For surveys published from ArcGIS Survey123 Connect, create the fieldworker view layer manually and point the survey to the fieldworker view instead of the original hosted feature layer to match the fieldworker view settings with the sharing settings configured in the ArcGIS Survey123 website.
