Bogue
In Portal for ArcGIS versions 10.7 and 10.7.1, the Editor toolbar in the Basic Viewer application template allows data to be deleted although the delete capabilities are unchecked for feature service in ArcGIS Server Manager.

This is the expected behavior for an administrator account. Allowed operations apply only to publishers and users. ArcGIS Server administrators and the service owner have full access to the service with all operations allowed. As a result, the data that is taken offline by an administrator or the service owner is always editable.
