Bogue
In Portal for ArcGIS, group creators/owners are unable to share a group unless the 'Make groups visible to public' option is enabled in the Role.

This is a known limitation in versions of ArcGIS Enterprise prior to 10.6. The Groups page was redesigned in ArcGIS Enterprise 10.6 and the Share option is available for users that do not have the ‘Make groups visible to the public’ privilege, if they have all other required privileges, starting in ArcGIS Enterprise 10.6. In ArcGIS Enterprise versions prior to 10.6, users without the ‘Make groups visible to the public’ privilege can create apps from group-based web app templates on the Content page. On the My Content page, select Create > App > Using a Template and select the group-based template to create.Solution de contournement
