Bogue
In Collector for ArcGIS (Android) 10.4, the My Location cursor (GPS dot) does not turn blue and fails to find the location when high-accuracy mode is used inside buildings.

As of 10.4, Collector determines location from the NMEA information made available from the OS location services. In this case, WiFi or Cellular services are not used to calculate location. We are only using the GPS to calculate position, which provides the most accurate location, rather than using other sources, which may be inaccurate.Solution de contournement
