In ArcMap (installed on a Windows OS with Japanese locale), the symbols associated with a .fon font file are displayed correctly, while ArcGIS Pro 3.1 replaces them with empty rectangles.

The FON file format falls out of favor in Windows 3.1 with the introduction of the TTF file format; thus, these fonts are not listed as supported fonts in the ArcGIS Pro font picker. This issue is as designed. There is no plan to support the FON file format in ArcGIS Pro.
