In ArcMap 10.3.1, any attempt to unregister a geodatabase in ArcGIS Server 10.4.0 and higher version fails.

1. Use any version of Arcmap higher than 10.3.1.2. Use ArcGIS Server Manager. 3. Use the Admin API to unregister the item.
