Bogue
In ArcGIS Pro, zooming to a layout containing a map frame with an image service causes the imagery to become pixelated.

The layout is a simulation of a physical page. Zooming in further and further, things can get pixelated. It is a good practice to check whether everything displays properly at 100 percent zoom, since that is the exported or printed page size.The data does not redraw to account for layout zooming.
