This issue is logged against Map Viewer Classic (3.x JS SDK), which is now deprecated. Refer to https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662 for the deprecation notice. The issue is addressed in Map Viewer (4.x JS SDK) in ArcGIS Enterprise 11.5. Use Map Viewer for all the workflows.
