The performance in ArcGIS Enterprise 10.9.1 and ArcGIS Pro 3.1 were comparable with the data provided with the bug. The Virtual Machine (VM) that is being used is likely the cause of the issue. The Create Locator tool performs a lot of disk reads and writes when building, so having a fast machine with sufficient memory and an SSD drive is recommended to achieve better performance.
