This issue is non-reproducible in ArcGIS 2.8 release build with either a "," or a "." as the decimal separator with a Czech system locale in Windows 10. Note that the original repro step `#6` states "Choose the same Coordinate System as the source data." If this is done, the coordinate system will be WGS 1984 Web Mercator Auxiliary Sphere and the tool completes successfully. However, if the default WGS 1984 is chosen, we are able to reproduce the issue, as the sample data values (-6492175.630133, 10636973.708067) fall outside of the valid -400 to +400 range of the coordinate system and will generate empty output with the warning message. This may be the cause of the issue rather than the system decimal separator.

Solution de contournement

Setting the decimal symbol back to comma ",".
