ArcMap's output engine requires rasterization of any layer which was transparent or had raster content.
In ArcGIS Pro, this layer symbology can be maintained as a vector, even if it is transparent. This is an advantage of the ArcGIS Pro export, because interactive features such as PDF Layers, attributes, geospatial readouts, and such can all be leveraged, whereas the ArcMap output would be a flat image without these interactive features.
The black edges reported between the white lines of the fill are an aliasing artifact created by the viewing application on vector features. When zoomed in, or print the PDF itself, this artifact cannot be seen. It is possible to change the anti-aliasing options in an application like Adobe Reader to mitigate these artifacts, but this is not available for a casual viewer such as a browser.
The best way to get the behavior to match with ArcMap would be to either:
A) Use the 'Output as image' option on the Export pane in ArcGIS Pro. This will make sure the exported PDF is an image file inside a PDF, as it was in ArcMap in this scenario.
B) For ArcGIS Pro 3.1 and later, use the 'Rasterize Layer' option on the General tab of the Layer Properties dialog box for the layers to be rasterized. This will cause ONLY this layer to be created as an image instead of vector, but allow for other interactive features in the PDF to be retained such as layers, geospatial tools, and such.
Solution de contournement
Use the 'Export as image' options in ArcGIS Pro versions 3.1 and later to rasterize individual layers to get the appearance match closely to ArcMap.
