The reason for ArcGIS Pro 'freezing' in this case is two-fold. One, the map frame of the copied layout has a grid turned on with intervals set at 100 feet. When the map frame of the copied layout is sourced to the copied map, the map extent incorrectly goes to the full extent of the map. Since the map has a basemap the map extent of the map frame goes to the world. Trying to draw 100 foot grids in this case is very labor intensive and eventually locks up a lot of resources and 'freezes' the app.
The map frame extent issue when resourcing the map has been addressed at ArcGIS Pro 2.3.
Better resource management when trying to draw an extremely dense grid is a known issue and something we have planned for a future release.
