In ArcGIS Pro and ArcMap, the Create Map Tile Package tool runs indefinitely when scale levels are set to 15 or above for rasters (of pixels less than 1024 x 1024) having no pyramids built.

Exporting the raster to other formats generates the pyramids and helps create the tile package.
