In ArcGIS Pro, an arbitrary date appears in a field with the time data when the data is imported using the Excel To Table tool.

The standard convention is to use date, such as 12/30/1899. ArcGIS Pro reads it as the 'Date' field type. There is no 'Time' only field type.
