In ArcGIS Pro 3.5.3, the process to generate a licensed file geodatabase (Data Management) fails with the error message: "ERROR 001632: Could not protect the dataset NETWORK_ND_Junctions."

Although the error is received, the tool still generates output.

Once the file is obtained, the Generate File Geodatabase License tool can be run to create the file. At this stage, ArcGIS Pro must be closed and relaunched as Administrator. Navigate to Project Tab > Licensing > Manage Your Data Licensing, and apply the file to the system. This enables access to the data within the database and allows analyses to be performed as expected.
